Nobody has any interest to make a 64 compatible with flickering sprites that can very easily be avoided by using normal sprites. There is no use for arbitrary limitations.
Can you even name 1 64 game that uses this?
Yes Fluid City uses 240p to get 60 FPS.

OK here is a demo that shows motion blur and judder happening when the sprites are not multiplexed.

Details on the real hardware:
Motion blur happens on the MCP Guards and the Discs. Judder happens on the Discs if you use shift-lock or hold left shift.

Technical explanation:
They move across the screen 30x per second at 30 fps so there is a doubled character frame causing motion blur.
There is a motion blur demo present in Fluid City that is similar to what is seen on the characters.
Using shift lock in Fluid City doubles the rendering speed to 60 FPS removing the doubled frame to create crystal clear motion. 

The release version of Tron Deadly Discs uses a different technique similar to another game I am working on to create crystal clear movement at 30 or 25 Hz.

The demo version may be more pleasant using an LCD monitor that does not have progressive scan or emulator setup dropping frames but feels like the movie on the real hardware.

RC2 has a bug and can glitch or freeze after a couple of screens.

Checkout this video of RC5 running in CCS64:

If you set the output to 360p you will only see half the sprites.

If you select 720p or 1080p you will see all of the sprites the emulator displays. 

This is pretty close to the real hardware and shows the difficulty with modern displays.

The built in video recorder in the emulator drops frames but the Windows utility Game Bar utility was able record the emu after setting it to 60 FPS.
